Registering for the French Social Security System from Malaysia

Whether you are preparing to return to France after an expat posting in Kuala Lumpur or you are a Malaysian national settling in France, access to healthcare is an absolute priority. Find out how to navigate the CPAM system, obtain your social security number and activate your PUMa rights.

Modern healthcare system

Health Insurance: A Fundamental Right for Residents

"In 2026, universal health protection (PUMa) guarantees anyone working or living in France on a stable and lawful basis the right to have their healthcare costs covered."

Expat life in Malaysia is often a rich adventure, but returning to or settling in France calls for careful administrative readjustment. Unlike the healthcare system in Malaysia, which relies largely on private insurance or out-of-pocket payments, France offers a solidarity-based scheme.

For French nationals abroad born in Malaysia, or those who have lived there for a long time, registering with social security can seem complex. It is crucial to understand that consulates do not handle these affiliations; everything goes through the Primary Health Insurance Fund (CPAM) for your place of residence in France. If you are still in Kuala Lumpur, planning ahead for your arrival formalities is the key to avoiding a gap in coverage.

This guide explains in detail how to move from international coverage or expat insurance in Malaysia to the French general scheme, whether you are an employee, self-employed, a student or not working.

The pillars of your affiliation

Stable and Lawful Residence

To be eligible, you must have been living in France for at least 3 months (unless you are working). This is the basic PUMa criterion for people who are not working and arriving from non-EU countries such as Malaysia.

  • Rent receipts
  • Tenancy agreement
  • Electricity bills

Born Abroad

If you were born in Malaysia, the registration process includes a check by INSEE that can take longer.

The step-by-step procedure from arrival

01

Arrival and Settling In

Settle in for the long term. If you are returning from Malaysia without immediate employment, start gathering your proof of residence (tenancy agreement, bills). If you start working from day one, your employer will begin part of the process, but you will still need to complete your personal file.

02

Filling in form S1106

The "Application to open health insurance rights" document is the cornerstone of your request. It allows you to apply for registration with the general social security scheme.

Download the Cerfa S1106 form
03

Putting together your file

Be sure to include:

  • Copy of passport or national ID
  • Birth certificate (full copy)
  • Proof of address in France
  • French bank details (RIB) for reimbursements

Foreign Nationals: Coming from Malaysia to France

If you are a Malaysian national joining a French spouse or coming to work, your path is slightly different. You cannot claim health insurance without a valid residence permit.

!

Important: People on temporary stays (tourist visas) are NEVER eligible for the general scheme. They must take out private travel insurance.

!

State Medical Aid (AME): Intended for undocumented people who have been living in France for more than 3 months. This is not the general scheme but a specific form of assistance.

"After 5 years in Penang, I was anxious about returning to France. By following this guide's advice, I sent off my S1106 file in my second week in Lyon. My social security number was reactivated in less than 10 weeks. The key really is having your proof of residence ready!"

Frequently Asked Questions (FAQ)

I was born in Malaysia, do I already have a social security number?

If you have never worked or lived in France, no. A number will be assigned to you when you first register. INSEE will need to validate your foreign birth certificate.

Can I register from Malaysia before I leave?

No. Affiliation requires proof of physical residence in France (tenancy agreement, bills). You can, however, get all your documents ready in Kuala Lumpur.

What is a "dormant" social security number?

If you have already lived in France, your number is kept for life. You simply need to notify the CPAM of your return to reactivate it.

How long does it take to get the Carte Vitale?

Allow between 2 and 4 months on average after submitting a complete file. A temporary number is often assigned to you more quickly.

Can my Malaysian spouse be on my file?

Since PUMa, each adult has their own individual file. Your spouse will need to make their own application using their residence permit.

Do I need to translate my Malaysian birth certificate?

Yes. If it is not multilingual or in French, a certified translation is required.

What about the CFE (Health Fund for French Nationals Abroad)?

If you were paying into the CFE in Malaysia, the transition to the general scheme is simplified and without a waiting period.

Does the Ameli account work from abroad?

It is accessible, but some functions (such as changing your address) require you to be resident in France.

Which healthcare costs are not reimbursed?

Health insurance reimburses around 70% of standard rates. A supplementary policy (mutuelle) is strongly recommended for the rest.

Can I see a doctor before I have my number?

Yes, but you will have to pay upfront. Keep your paper "care forms" (feuilles de soins) so you can claim a retroactive reimbursement later.
