Since May 2025, Malaysia has suspended the automatic exchange of foreign driving licences for a local one. The direct conversion some long-term residents used to count on is no longer guaranteed, except for specific exceptions tied to administrative status or bilateral agreements.
In practice, the International Driving Permit (IDP) is once again the essential bridging document for the first months of your stay. Beyond 18 months of continuous residence, it's strongly recommended to check with JPJ on the conditions for obtaining a Malaysian licence, rather than relying on an automatic conversion.

The IDP is valid for 3 years (or less if your national licence expires sooner). In Malaysia, it is accepted for tourists and newcomers for a maximum of 90 days. Beyond that, you will need to start the process to obtain a Malaysian licence.

Online pre-application
Log in to the France Titres (ANTS) portal. You will need to provide a digital photo-signature. If you don't have one, a photo submission form will be offered at the end.

Postal confirmation
Once your entry is complete, you have 15 days to send by post: the submission form (if you have no digital photo) and a pre-paid 50g tracked "Prêt-à-poster" envelope addressed to your name and address.

Receipt and verification
The average processing time in 2026 is around 2 to 3 months. On receipt, immediately check that your details are correct (name, licence categories). If there is an error, contact the CERT in Cherbourg.
The case of expats in Malaysia
If you have already been living in Malaysia for more than 6 months (normal residence), you can in theory no longer apply for a French IDP. France considers that you must exchange your licence or obtain the local one.
However, if you are on a temporary assignment or are a student:
- You can apply through the ANTS online service.
- The envelope must be sent to the CERT in Cherbourg.
- Provide a French address for delivery if possible, or use the mail forwarding services of the administrative support for expats.
